Moliboha R. Political and Legal Foundations of Formation of Local Authority in the Capital City of Ukraine in the process of modern state-building.

The thesis is devoted to comprehensive political analysis of the formation of the municipal authority system in the capital of Ukraine. It reveals the role of regional management in social transformation, the democratic potential of local self-government and the conditions for the realizations of this potential. The notion of municipal authority is conceptualized. The development of national legislation that regulates the functioning of local self-government and regional management is analyzed. In this thesis, the process of formation of politically active entities in the capital city of Ukraine is investigated, revealing the reasons for the decline of political influence in Kyiv of the political parties that appeared in 1980-1990s. The process of formation of municipal bureaucracy is divided into periods; each period is given a brief description. The process of consolidation of a political municipal authority is conceptualized; types of consolidation, characteristic features of the bureaucratic type are established; and the alternatives for further development of political regime in the capital city of Ukraine are formulated. A description is provided of probable trends of democratization of the city's political administration system. Revealed is the connection between the development of a political administration of the capital of Ukraine and the development of construction sector is investigated; the correlation of phases of such development.
