Uzbek P. The formation of the effective mechanism of management by the finance of a large metallurgical complex

Object of research: processes of functioning of the finances control system of large industrial complex. Purpose of research: creation of mechanism of in-crease of efficiency of functioning of the finances con-trol system of enterprise for providing of the long-term economy growing which is based on systems approach to the financial resources management of large metal-lurgical complex. Methods of research: systems ap-proach, methods of logic and empiric analysis, methods of economic prognostication and planning, economic and mathematical modeling, financial mathematics. Results: conception of forming of effective mechanism of financial management of large industrial complex is developed; an organizational model finances manage-ment of enterprise is developed; got further develop-ment complex of requirements, structure and mecha-nism of automation of functions of financial manage-ment by enterprises; the mechanism of planning of cash flows of enterprise is developed; the mechanism of the tax planning and management by tax debt liquidation of enterprise is improved; the organizational aspects of application of the offered mechanisms are grounded within bounds of the large metallurgical complex man-agement system; functional plenary powers of eco-nomic services on the financial management of enter-prises are developed; directions of application of mechanisms of re-engineering financial functions of large metallurgical complex are defined; the features of functioning of the finances management system of con-crete enterprise are analysed on the base of what the mechanism of increase of efficiency of the finances management system by of Joint stock company iron and steel works "Azovstal'" is applied and estimation of economic effect is conducted from introduction of new mechanisms of management. Novelty: conception of forming of effective mechanism of financial manage-ment of large industrial complex is firstly created; new approach and organizational model of finances man-agement of large metallurgical complex is developed; the mechanism of prognostication and planning of cash flows of enterprise is created; got further development complex of requirements, structure and mechanism of application of the automated finance management sys-tem of enterprise; the organizational mechanism of the tax planning and management by the taxes obligations is improved.
