3. This dissertation addresses the subject of complex research of theoretical and practical questions of the legislative provisions of Ukrainian Verhovna Rada activity. The author has conducted a research of the Ukrainian and foreign experience in the field of organizing the activity of the supreme collective body within the context of establishment and development of the Parliamentarism Institution. Historical evidence indicates that Ukrainian Representative bodies lacked clear mechanisms regulating representative bodies. The author devised: a concept of rules of procedures; a system, a structure and functions of the Parliamentary Rules of Procedures as well as legislation about the above. The author also analyzed Acts, which comprise the legislature on parliamentary rules and procedures. The author has carried out a research of the general legal proceeding theory and application of its principles in forming theoretical bases of parliamentary procedures. In addition, author had stated several shortcomings of the law currently in force and has subsequently proposed a draft replacement law <Rules of Procedures of Verhovna Rada of Ukraine>, which includes all positive experience of valid Rules of Procedures application, while also advancing a number of ways to improve the parliament activity.
