Employing the principles of system analysis and methodology of non-classic theories of the transitional period the author carried out a profound research on the process of political modernization from the aspect of administration reform as an element of the political system reform in the society. This produced a conclusion that during the transition period between totalitarian rule and democracy the administrative reform should be combined with a political one, thus both being the processes of a political and administrative modernization itself. The accomplished analysis of social and political situation in Ukraine induced the author of dissertation to propose an original concept of political and administrative modernization with its essence being an organic combination of institutional changes in political system and political management based on the principles of ideological and outlook pluralism and democratic political culture.
