Pismennyy I. Conceptual principles of the customs service reforming in Ukraine

The object is the processes of the customs service of Ukraine functioning in the system of public administration; the goal is scientific and theoretical explanation of conceptual means of the custom service of Ukraine reforming as a complex part of the public administration system; the methods are dialectic, systematic, normative and logic analysis, statistic, expert sociological poll; the novelty is that it is at the first time a new explanation of the notion "customs service" is introduced and the main principles of the customs bodies activity are formed; the tasks of the customs bodies are differentiated according to ensuring the main functions of public administration by them; importance of formation of organizational structure of administration by the system of the customs bodies taking into account possible changes of the administrative-territorial structure of Ukraine is proved; the ways of improvement of the interaction of the customs bodies and local authorities are defined. The results have been implemented in the system of training, in-service training of the officials of the customs service.
