The dissertation for obtaining degree of a candidate of sciences (law) on the specialty 12.00.01 - theory and history of state and law; history of political and legal doctrines. -National Academy of Internal Affairs of Ukraine, Kyiv, 2005. In the dissertation the complex analysis of the legislative securing the ethnonational policy of the governments existed in Ukraine in 1917-1921 is carried out. Theoretical and methodological bases of state ethnonational policy are characterized. Author's definitions of the concepts "nation", "ethnonational policy", "national minority" are given. The historiography and conceptual maintenance of Ukrainian ethnonational policy in 1917-1921 are analyzed. Influence on forming the special legislation of the political leaders' activity, as well as on program documents of the political parties and decisions of congresses, is investigated. Sources and development of a national-personal autonomy's institution and its legislative securing by the Central Council are comprehended. During the research author carried out a comparative characteristic of normative and legal regulation of the Central Council's and the Directory's ethnonational policy, the policy of P. Skoropadsky's hetamanate, governments of ZUNR and the Soviet authority. The propositions concerning use of the acquired historical experience in the contemporary ethnonational legislation were created.
