The correlation between causal effects and derivatives of influencing factors on navigational accident rate was estimated. Elaborated algorithm and method of accuracy rating estimation of ship location in the working area of SSNV are proposed for wide use. Qualitative indexes of functioning of VTS, methods of their calculation at navigational support via sea routes in the areas of harbor approaches and coastal waters with a high volume of traffic and/or significant degree of risk were generalized and structured. The offered methods of quantity and quality estimation of functioning of the systems of navigation accompaniment of ships and worked up FSA algorithms of estimation of the factors of navigation safety has been allowed to estimate the navigation safety at the Kerch channel of the Azov sea.
