Essay

The dissertation represents the complex research of the legislative process and the elements of the legislative technique in the period of Ukrainian Central Rada (Council), Hetmanate of P. Skoropadskij (Ukrainian State) and Directory. The author's term "The legislative process" is proposed. The features of making and tendences of the development of legislative procedure, correlations between their legislations, rules of the preparing of the bills were analyzed. The common character features of law-making process for every researched state were defined.
