The object is the process of the restructuring in the real sector of economics. The objective is the scientific and theoretical justification of the methodological, methodical issues and the development of the practical recommendations aimed to the public administration regulation of the restructuring processes in the real sector of economics. The methods are theoretical analysis, systematic approach, and systematic method of the scientific cognition, generalization, and statistical comparisons. The newness is that the general methodological approaches to the ineffectively big working enterprises at the time of the restructuring with the usage of the potential possibilities of the small enterprises have been suggested. The results are that the restructuring processes in the real sector of the economics by extraction of the institutional and functional changes as well as the mechanism of the big enterprises through the coordination of the development strategies with the creation strategies of small enterprises have been improved; the elements of the restructuring state regulation on the regional, subjective and state levels have found their further development
