Kretinina L. State stimulation of market transformations in the agrarian sectors

Object of research - organization-legal and socio-economic processes directed on increase to efficiency of agricultural production. The purpose of research - revealing and scientific-methodical substantiation of necessity and opportunity of state stimulation of market transformations in an agriculture, and also development of the offers on formation of effective institutional-economic system of state management of market reforms in agrarian sector. Methods of research - a abstract-logic method; a historical-economic method; a statistical-economic method; the comparative analysis; the marginal analysis; the experimental analysis. The practical significance of the received results is, that they can be used in practice of state regional management at orientation to more effective utilization of agricultural resources and creation of bases for the stable and balanced development of agricultural production. The scientific novelty of the received results are that for the first time theoretical rules are justified, according to which the agrarian relations on the essence are the interconnected unity technological, socio-economic, organization-institutional and political relations; change of a role of the state in conditions of mastering by market mechanisms of regulation of the agrarian relations methodologically is argued; the directions of regional development of agrarian reforms as applied aspect of a present stage of the agrarian relations are developed. The system of directions and technique of realization of agrarian transformations in Donetsk region is advanced which occupies leading items in industrial and agricultural production. There have received the further development of a direction of re-structuring of the collective enterprises, which can become the equal in rights, competitive participants of the market relations; the basic ways of perfection of pricing in conditions of reforming of the agrarian relations; a rule about capitalization of ground and inclusion of cost of ground in cost of the agricultural capital for maintenance of normal process of the extended reproduction in agrarian sector.
