Essay

Object of research is activities of commercial banks, which is directed to long term crediting of physical and juridical persons on the security of real estate. Aim and task of the research. The aim of the thesis research is basing of theoretical essences for forming of bank mortgage system and development of practical recommendations on perspectives and main directions of its development in Ukraine. Methods of research: structured logical analysis, historical, systematic, comparison, analysis and synthesis, induction and deduction. Theoretical and practical results. Scientific provisions formed and grounded in the thesis as well as conclusions and recommendations developed on the basics of the research made, enrich theory and practice of bank mortgage credit by knowledge and methodical instruments on implementation of effective system of mortgage crediting. They have practical value for implementation of effective system of mortgage crediting in Ukraine and solution of its main problem – attraction oflong-term resources. Novelty of newly introduced. The model of mortgage crediting which takes in account particularities of the national finance-and-credit market’s conditions and provides introduction of a new organizational structure – State Guarantee Agency (SGA), which will favor securing of social and economic investor’s and creditor’s guarantees on the market of mortgage borrowing instruments was proposed well as using of deposit-and-credit certificates by banks. Existing approaches to determination of criteria for real estate evaluation as a way of securing obligations in bank mortgage crediting by forecast of security value for long-term perspective and limitation of a credit’s size in terms of security value are improved. Interpretation of the following definitions: “credit”, “bank credit”, “bank mortgage credit”, “bank mortgage credit for lodging” has received further development as well as grounding of functional earmarking of credit as a result of apportionment of such functions as substitution ofreal money by credit operations and regulation of changing of volume of money in turnover and reverse re-distribution of value; explanation of principles of crediting policy of a universal bank as a result of apportionment of such principles as balancing, management, flexibility, quality of securing, independence and carefulness in determination of security value, which determine conditions of balance, trustworthiness and profitability.
