Baldych N. Public policy of local budget's financial equalization

The object is the aggregate of the social relations in the budget sphere redistribution among the administrative and territory units in the process of the systematic economic changes and society of the transitive type. The objective is the scientific and theoretical justification of the methodological and theoretical basis of the financial leveling as of the multilateral constituent of the market economy, the definition of the financial leveling organization peculiarities in the conditions of the systematic social and economic transformations in Ukraine. The methods are comparative analysis, concrete and historical analysis, economic and statistic methods, expert assessment, local generalization. The newness is that the conceptual basis of the financial leveling mechanism in the field of public administration has been scientifically proved, new approaches to the "financial leveling" definition have been formulated as of the specific form of the interbudget relations, which appear on all stages of the budget process. The results are that the characteristics of the main principles of the state policy of the financial leveling of the local budgets such as openness, transparency, justification have been scientifically justified, the definition of the criteria choice of the financial leveling instruments such as stability, administration, flexibility have found their further scientific development.
