Ivankov I. Prison establishments in Ukraine in system of the retaliatory security mechanism of the state (end ХІХ - middle XX item)

The dissertation is devoted to research of a problem of becoming, development and practical activities of system of bodies and establishments of execution of punishments of Ukraine, as to a component of the retaliatory security mechanism of the state. It is established, that пенитенциарная the system of Ukraine in full sense of this concept has arisen and has got stronger in end ХІХ of century, as a part of prison system of imperial Russia, but as a component all over again the Ministries of Internal Affairs, and in the further - the Ministries of Justice. Basis of activity systems made organizational functions after adjustment of management and activity of bodies and establishments of execution of punishments. The Soviet device and protection of the public law and order. In due course, during the Soviet period of existence, during submission of People's Commissariat of Internal Affairs, combining in the competence law-enforcement and is repressive-retaliatory functions, system of execution of punishments has left actual submission of authorities and management of republic and has turned to the core of the instrument of the decision of sociopolitical and economic problems in Ukraine by unconditional repressive actions.
