Sobchenko V. Transformation of the system of state administration by social defence of population

Object of research: the process of implementation public policy in the sphere of social protection in Ukraine. Aim: grounding a theoretical basis and working out of methodical ways and practical measures concerning the transformation state local government bodies activity in the sphere of social protection. Methods: analysis and synthesis, abstracting and generalisation, modeling, statistic, sociologic interrogation, systematical and complex approach. Results: methodical approach for transformation the system of public administration of social protection in Ukraine was developed. Novelty: for the first time the perspective three dimentional model of social policy in Ukraine has been elaborated; the methodical approach for realisation the principle of addressity in local government bodies activity in the sphere of social protection has been improved, that forecasting a maximum taking into account individual needs every client; approaches for determination the training needs of social servants on the territorial level is revealed. Degree of introduction: proposals concerning integrative model " whole window" are introduced in department of social protection and labour the Moskovsky district council of the Kharkiv city activity. Spheres of using: public administration, economic, sociology, scientific researches, teaching at a university.
