Object of research - processes of state management by innovation development of industrial region. The purpose of research - perfection of the mechanism of formation of complex strategy of innovation development of industrial regions. Methods of research - methods of the system-structural, functional, comparative analysis; mathematical statistics the polycriterion approach. The practical significance of the received results is, that the approaches, developed in the dissertation, the methods represent methodical base for formation of directions of perfection of the organizational forms of state management by innovation development of industrial regions. The scientific novelty of the received results consists in because for the first time the complex approach to development of the mechanism of formation of complex strategy of innovation development of industrial regions and circuit of interaction of levels of management of the investments in innovation development of the subjects of managing of region with allowance for by intellectual component is developed; there is proved, that for use of innovation potential of region it is necessary to generate and to realize personnel marketing as a basis of maintenance of strategy of development of industrial regions. There is advanced the approaches to definition of concept "innovation potential of region", methodological base of research of problems of state management by innovation activity of industrial region by use of the decision table by opportunities of realization of variants of innovation development of region. The further development have received of a direction of activization state innovation and investment policy; the approaches to creation of regional interbranch structure of innovation development, its functions, directions of work and conditions of existence.
