Petrushevskaya V. Mechanisms of state regulation and stimulation of innovation and investment activity in material production

Object of research - processes of state regulation and stimulation of innovation and investment activity in conditions of transformation economy. The purpose of research - development of scientific-methodical approaches and practical recommendations for improvement of mechanisms of state regulation and stimulation of innovation and investment activity of the managing subjects in conditions of transformation economy. Methods of research - theoretical generalization and comparison; receptions of the statistical and graphic analysis; a method of the system analysis; methods of logic generalization; methods of economic-mathematical modeling. The practical significance of the received results is, that their use in economic practice of bodies of state management for realization of state (regional) innovation and investment politics, during development of mechanisms of regulation by innovation and investment activity is lead up to a level of the concrete recommendations and is introduced in practice. The scientific novelty of the received results is that the system approach to perfection of the organization-economic mechanism of state regulation and stimulation of innovation and investment activity for the first time is offered; the methodical approach to formation of the mechanism of the multilevel analysis, estimation of efficiency and selection of the innovation and investment projects on the basis of the account of state, public and individual interests and its realization. The system of the most important tools of state regulation and stimulation of innovation and investment activity is advanced which provide complex administrative influence on innovation and investment activity of the enterprise; the methodological approaches to determination of opportunities of regions of Ukraine in formation of mechanisms of stimulation of innovation and investment activity; organizational structure of management by innovation activity at a regional level. The further development was received by directions formation of legislative base of state regulation and stimulation of innovation and investment activity with the purpose of realization of innovation politics and coordination of economic interests of all participants; system of state regulation of innovation and investment activity at all stages of a innovation chain directed on increase to efficiency of reproduction processes; the organizational approaches to use of mechanisms of self-financing of innovation activity.
