Arovina M. Structurization of the state social policy in region as a basis of its efficiency

Object of research - state management of region as by socio economic system. The purpose of research - scientific substantiation of necessity and opportunity of structurization of state social policy in region on the basis of use structural - dynamic analysis and ideas of synergetic. Methods of research: receptions of formal logic, methods of an induction and deduction, system, program-target, analytical, structural - dynamic of analysis, heuristic modeling, constructivization, analogies and base criteria. The practical significance of the received results is, that the approaches, developed in the dissertation, means allow to accept the qualitative administrative decisions adequate to modern requests, with allowance for of long-term social consequences. The scientific novelty of the received results consists that necessity of structurization of process of formation of state social policy in region as complex system with nonlinear dynamics for the first time is justified; the specific displays of socioeconomic instability of development of region are revealed; on the real statistical data the structural cycles are constructed and the character of their interrelation is determined; it is offered a script method of selection by most effective under the given conditions of state policy of socio economic development of region depending on types of a structural cycles of an industry, that are predicted. The substantiation of a place of a social infrastructure in system of state management in region as objective consolidating basis of development of its social and economic potential; formation of a parameter of an estimation of a management efficiency in region on a basis economic and demographic approach forming substantial filling of social policy have received the further development. The process of development of variants of structural transformation of social policy basing on immanent to system of house keeping of region is advanced.
