Maltseva I. Forming and estimation of social directions of state investment politics in region

Object of research - process of realization and estimation of the social investment projects. The purpose of research - development of methodological and practical rules of formation and estimation of social directions of nation-wide and regional investment policy on the basis of application of a method of expert estimations for the substantiation and acceptance of the decisions by public authorities. Methods of research - critical revision and generalization of theoretical researches, synthesis and analysis, qualitative and quantitative system approach, imitating modeling, economic analysis, expert estimation. The practical significance of the received results is, that the basic rules of the dissertation are lead up to a level of the concrete offers on perfection of process of a choice of social directions of state investment policy. The scientific novelty of the received results of work is, that for the first time methodology and methods of establishment of priorities of state investment policy in social sphere of industrial region based on opportunities of an objective estimation of the statistical information about investment appeal of region are determined; the methodical basis of forecast estimations is developed which together with analytical methods is recommended to use for a choice of social directions of state investment policy. The structure of models of investment social orientation in regional policy have received the further development by inclusion in it "the individual investments in education", "the investments of firm in the workers", "self-investment of the person during the life"; updating of methods of forecasting, in particular of method of expert estimations, have received the further development on the basis of their adaptation to concrete conditions of the decision by the state of social investment problems. The methodical base of definition social and economic efficiency of the investments in information technologies of system of state regional management is advanced.
