Essay

A research object is the system of health care in Ukraine. Research purpose is nauchno-teoretycheskoe ground of mechanisms of state administration by the city system of health care and development of functionally-flow diagram of management by the system of primary medyko-sanytarnoy help on the basis of domestic medicine. Research methods: expert estimation; systems approach and programmatic-having a special purpose method. Theoretical results - the concept of state administration and typologyy of the system of health care is specified, mechanisms of state administration, interpretation of defynytsyy is certain "state administration in the system of health care, financial streams, structures of domestic medicine and domestically-medical territorial area, are specified. Practical results are the new methodical approaches in relation to restructuring of operating infrastructure of the city system of health care in accordance with an existent normatively-legal base. A novelty is the ground of scientific positions, new approaches and conclusions in industry of state administration by a health care on perfection of activity of the system of primary medyko-sanytarnoy help, to the increase of availability, quality and transparency of medicare and services to the urban population. Substantive provisions, conclusions and recommendations of research are used by Ministry of health care of Ukraine, VMUZ, by the regional legislatives of power, medical establishments. Industry of the use is state administration, system of health care, department structures.
