3. Object of research: employment as a socio-economic category, an important component and objective requirement for the citizens’ well-off and the progress at regional and country level. Purpose of research: elaboration of theoretical, methodo-logical and practical grounds for statistical studies of em-ployment at a regional labor market. Methods of research: statistical observation, grouping, graphs, indices, sample observations, ratios, simulation, com-parisons, theoretical summarization, correlation analysis. The theoretical and practical results: a system for sta-tistical indicators is built in compliance with the phases of labor relations realization; grouping of the criteria for employment segmentation is made; algorithms are built to derive the actual employment rate, which have an analytical significance for the effective utilization of la-bor force; multidimensional statistical simulation on the basis of cluster analysis is applied, and a hierarchical structure for the territorial classification of employment is built on the basis of estimates on composite indicators which are indicators of variations at a labor market and can be used in dynamics comparisons of clusters of re-gions; models and a forecast of employment indicators in the Sumy region are built, allowing to identify strong tendencies and potential shifts and being a statistical tool for regional development planning by executive power bodies and employment services. The scientific novelty is judged by the results of theo-retical, methodological and practical nature: author’s unique contribution: the elaborated methodological grounds to treat employment as a body of relations, which lays the basis for a comprehensive analysis and justification of regulative measures by the government; the established body of criteria for employment segmen-tation, which enables to outline the specifics of an em-ployee, the specifics of labor relations between an em-ployee and an employer, and to pose these relations within an industry or a region; models and a forecast of the indicators for employment in the Sumy region for 2006-2010; author’s revisions: the system for employ-ment segmentation criteria, outlining specifics in the employment sub-system “employee – employer”; meth-odological approaches to statistical studies of employ-ment on the basis of data on forced part-time employ-ment and utilization of the total working time; author’s elaborations: interpretation of the meaning of socio-economic category “employment”, to outline its prob-lematic aspects requiring statistical studies; the system for information supply for jobs registration, to meet in-formation needs of labor market agents; methods for employment analyses on the basis of composite indica-tors, for comparative analyses of regions. The degree of introduction: the results have been utilized and introduced in the Division of Labor Statistics at the Chief Statistics Department in the Sumy region, and in the aca-demic program at the Sumy Branch of the State Academy for Statistics, Accounting and Audit. Effectiveness of introduction: results of the study is an information base for users engaged in decision-making on key areas relating to labor market, to up-grade the perform-ance of regional policies dealing with reproduction, distribu-tion and utilization of labor force. Sphere of use: statistical study of employment and in-formation support for forming and realization of employment policy.
