For description of process of management by a ship in work the model of the hierarchical deciding system is used with three levels and the system of navigation information with basic functional descriptions is considered. Movement of ship in relation to the programmatic trajectory of motion in dissertation is described by a stochastic process with discrete time. As description of exactness the variance-covariance matrix of trajectory error is chosen. Expedience and universality of the use of orthogonal decomposition of onе measuring closenesses at forming of two measuring closeness of distributing of trajectory error is shown in work, that is confirmed by experimental results. Imitation the design confirmed correctness of the offered method of quantitative estimation of safety of navigation in the congested waters.
