Lelechenko A. The decentralization in the system of public administration in Ukrane: theoretical and methodological analyze

The object is the social relation of the decentralization of the power in the public administration system. The objective is the scientific and theoretical justification of the essence and peculiarities of the decentralization of the power in the public administration system and provision of the recommendation aimed to the improvement of this process. The methods are concrete and historical, search and bibliographical, comparative and statistic analysis, prognostic, systematic analysis, scientific identification. The newness is that the objectives of the decentralization of the power in the public administration system (integrity of the boarders, the development of the single system of the public administration, the effective formation of the state and local organs formation) have been defined; main advantages and disadvantages of the decentralization of the power in the public administration system have been highlighted. The results are that decentralization as it has been scientifically proved is a mechanism of the responsibility and efficiency rise; the tendency of the important balancing role of the decentralization as of the prerequisite of the public administration functioning has fount its further development.
