Pugach V. The phenomenon of Bureaucracy in the transformational society

The thesis deals with a research the role of Bureaucracy in the transformational society. The author adopted the differentiation between Bureaucracy and bureaucratism to deal with the purpose detailed analysis of Bureaucracy. Unlike most of the literature on the Bureaucracy, author do not think, however, that must be distinct delimit between policy and administration. On the other hand, transformation shifts facing an issue of principle of mere political into administrative activity. It was shown, that when a social system undergoes transformation the role a Bureaucracy plays is important but by no means absolute. The tendencies described above every reason to expect that Bureaucracy, it will be as a source of preserving the transformation process, as an important factor meant to aid and promote this transformation. The role and place of Bureaucracy in present-day Ukraine were investigated, it was ascertained that Ukrainian specifics of formation and development Bureaucracy consists in connected "Eastern" and "Western" bureaucratic models. Our analysis shows that to understand the true nature of the ruling process into Ukrainian administrative system one should consider above all the phenomenon of "party of Bureaucracy".
