Barskyy V. Norm Creation Exercised by Representative Bodies of Local Self-Government in Ukraine

The dissertation is devoted to the place and role of norm creation exercised by municipal Councils. The paper contains the analysis of regularities and specific features of this activity at the present stage of local self-government in Ukraine. The author investigates the issues of normative regulatory function and implementation of the norms. As a theoretical research the dissertation analyses the pattern of legal relations in the process of norm creation within the representative bodies of local self-government and competence requirement to norm creation on the level of local self-government. The author examines institutional, organizational and legal foundations of norm creation activity exercised by municipal councils, technical requirements to drafting a normative legal Act and its introduction for the consideration by the bodies of local self-government followed by debate and decision regarding the Act and its official publication. The author formulates some essential concepts, offers new recommendations and conclusions on the issues under study
