Essay

The object is the social relations arising within the process of beginning, developement and cessation of conflicts in public administration. The objective is the scientifical-theoretical justification of the maintenance, structure and reasons of conflicts in public administration and working out the propositions concerning the ways of their solution. The methods are analysis, comparison, synthesis, creation of models, observing, system, cause-conseqence and functional analysis, convent-analysis, functional, logical analysis, concret-historical, comparative-law, theoretical-prognosing and system-genetical analysis. The newness is that theoretical basis of conflicts in the sphere of public administration has been scientifically investigated. The results are that the essence of the categories and notions of conflicts in public administration has been detailed; main constituents of the conflicts in public administration have been scientifically defined; the types and functions of the conflicts in the sphere of public administration have been analysed; main elements of the conflicts' administration have been characterized; the efficient ways of the conflicts' solution in the sphere of public administration have been scientifically proved with the help of the system "Salute-3".
