Essay

The thesis is devoted to the peculiarities of the formation and functioning of the state authorities and local self-government under the influence eurointegrational policy of Ukraine 1991 - 2004. The politological analysis of the problem of the development of parliamental structures under the influence of Ukrainian european policy is carried out in this work. Two main problems are studied there: the formation of Ukrainian parliament and its structural elements under the influence of the european policy and the process of transformation Ukrainian self-government authorities from the soviet system into full-bodied regional authorities, which represents the interests of the territorial communities. The author establishes that inspite of the progressive achievements of Ukrainian parliamentarism some disadvantages are appeared and which were limited by the parliament in the system of state authorities and the regulated relations between the constitutional reform of 2004. As a result of conducted analysis ofthe normative-legal base of Ukraine the author made a conclusion of the mutual independence of the foreign eurointegrational policy of Ukraine and the development of public authorities, local self-government and judicial structures. The attention is stressed on such requirements which are proposed by the european community to those countries which aim is to be integrated into its economical, political and cultural area.
