On the basis of formalization of non - stationary behavior of transport streams the technique of correct definition of such parameters of regulation as length, time of stay and number of vehicles in the queue before the "stop"-lines, an transport delay. The offered technological algorithm of the flexible traffic light regulation, developed by a principle of management of "alarm groups" of traffic lights, thus allows to raise the throughputs of crossroads and efficiency of traffic light regulation as a whole.
