In the thesis human rights to safety and constitutional legal mechanism of its maintenance are studied. Basic approaches to understanding of concept "safety" and "the person's safety " are analyzed and systematized, its notion and structure are determined. The legal nature of human rights to safety is cleared up, the definition "human rights to safety" is formulated. Personal vision of the essence of human rights to safety is proposed. The complex analysis of human rights to safety in the ratio with adjacent rights is made. The expediency of the proposition to enact appropriately human rights to safety is proved. The constitutional legal mechanism of maintenance of human rights to safety is researched, the author's concept of system of guarantees of maintenance of human rights to safety is submitted. Features of the competence, forms and methods of activity of law-enforcement bodies in the field of maintenance of human rights to safety and their role in a constitutional legal mechanism of maintenance of human rights to safety are discovered.
