Fedotov V. Reformation of the system of the financial providing of local self-government in Ukraine taking into account the foreign experience

The object is local self-government financial ensuring. The goal is improvement of local self-government financial ensuring taking into consideration international experience, adapted to the conditions in Ukraine. The methods are: systematic analysis, a method of rising from specific notion to abstract one, a comparative analysis method, methods of analysis and synthesis, logical and historical methods. The scientific novelty of the gained results is: offers on improvement of local self-government financial ensuring system in Ukraine taking into consideration international experience have been developed; principles that can be applied for budget system forming in Ukraine in the context of the World Declaration and the European Charter of local self-government have been improved; stages of local self-government financial ensuring system reforming in Ukraine taking into consideration international experience, recommendations on the scope of powers of local self-government bodies in accordance with set national standards for social services providing and present system of local budget income forming have got their further development. The practical value of the gained results is: they are used by the public authorities of Ukraine for the development of normative acts on local self-government issues; they are considered for the development of the project of the Law of Ukraine "On Territorial Structure of Ukraine"; they are used for preparation of study and methodical materials.
