Essay

The author presents the complex political analysis of politico-authoritative relations in transformation societies. She highlighted the sense of politico-authoritative transformations, defined and analyzed the role of their main direction: decentralization and europeization. The special attention was given to the investigation of principles of public administration reform, creation central governmental institutions, regional and local governance. The special place in the work was given to political influence on transformation processes, examined the role of concepts and strategies of civil service reforms. The author investigates main characteristics of transition process that from one side, create the possibility to detach it to specific group, and from the other side, determine the future shape of political system. The author structured the main ways of interpretation phases of decentralization, its main positive features and negative consequence as the result of wrong implementation its main principles.
