This dissertation is the independent complete treatise that is dedicated to the research of the licensing of the business activity as a method of government regulation of business activity. The all principal reasons and aims of the licensing were determined. The criteria for the licensing some types of commercial activity were elucidated. The tendencies to put the facts in the juridical operations were defined. There were researched the nоtions of "permittance" and "licence". On the basis of these aspect were determined the indications of the licensing. Also there were analysed thoroughly theses. The licensing of the business activity was separated from the adjacent legal concepts. The principle legal foundation of the licensing was researched. It was given an analysis of general scheme of the licensing. There were analysed terms and order of the governement economic leverage and how it is realized and how it is born responsibility for violation of the licence jurisprudence. It was researched settingof the special order by licensing of some kinds of business activity. It was realised such forms of the business activity as rendering of financial backstop to education and energetics. Basically in treatise were defined several proposes to changing and adding for the acting law and for perfecting of licence leverage in law of the definite forms of business activity.
