Dissertation paper is devoted to the actual problems of managing the parameters which determine investment attractiveness of coal mines to provide the target investing into the simple and extended reproduction of mine fund. It has been established that for receiving complex estimation of the mine's state and potential it is necessary to take into account technological reliability of basic production links as the basic users of in-vestment facilities. As a result, the index of investment priority has been proposed. It is based on nine coefficients and describes relative characteristics of the investment attractiveness of the mine as complex environmental and industrial system. The necessity of the mine's innovation potential estimation is approved, and the innovation index based on general mine index characteristic as well as innovation activity index which takes into consideration mutual influence of labour productivity of miner and lava speed and prime cost, too. The block approach to form the targetfunction and limitations of pro-posed economic and mathematical model has been approved from the point of view of efficiency to determine the consequences in gradient regulation of resource limits. The definition of "shadow prices" is approved as the best way to estimate the level of re-sources utilization efficiency and the impact of its variations on the results of the enter-prise activity.
