Essay

In the represented thesis we have carried out a complex political analysis of theoretical-and-methodological grounds as well as of political and practical grounds for preparation & taking public political decisions in the contexts of democratization of the Ukrainian public administration system. Qualification criteria have been defined as well as characteristics of the public political decision as an ideal result of the activity and essential source to achieve objectives of public institutions, and also an imperative for examining their competence. New approaches regarding formulation of the main goals (objectives) of the state, sources and ways of their realization. Here it is postulated, that the coordinated efforts of the legislative and executive branches of power, including central and local bodies, promote execution and realization of the unique national policy. It has been proved, that internal and external public political decision should take into account peculiarities of a concrete historicalbackground, where it is to be formulated and realized, as well as cultural and national specificity and traditions of the society. It has been postulated, that public political decision is an indicator of the real political interests, that made it possible to perform system approach to the definition of "groups of pressure" in modern Ukraine as an essential factor of influence on political activity. We state, that providing further development of the process of democratic law-drafting in Ukraine is impossible without a capability of the public authority to manage the results of the taken decisions, and the whole situation as well, that is to be formed by such a decision. It has also been proved, that the process of preparation and taking of public political decisions should become an essential element of the political doctrine of the modern Ukraine, to synthesize and rationalize political administration within the country.
