Essay

Thesis is devoted to study of legal principals and solution of problems related to administrative and legal regulation in formation of executive authority personnel. The work covers theoretical foundations of executive authority functioning and formation of the state machinery staff. The concept of formation of executive authority personnel was formulated, and their role in performance of tasks and state functions was demonstrated. Historical aspect of the problem related to employment to and dismissal from government service to executive authorities were analyzed, organizational and legal ways of filling state employees positions in executive authorities were described, analysis of restrictions towards state employees and legal grounds for state service termination were given. The thesis puts forward proposals as to alterations and additions to the law of Ukraine on Government Service aimed to improvement of the system of executive authority personnel formation.
