Object of research: processes of management by the financial resources of enterprises of small business. Purpose of research: development of financial strat-egy of enterprises of small business on the basis of methodology of adaptive control, that allows to attain effective co-ordination of his financial streams. Meth-ods of research: adaptive approach, logical and em-piric methods of research, method of system dynamics, method of structural design. Results: conception of forming of financial strategy of enterprise on the base of methods of management by the adaptive systems taking into account the features of SBE; strategic mechanism of motion of financial streams of SBE; tac-tical imitation mechanism of management by financial activity of SBE; mechanism of closing of commercial deals for realization of the financial planning; chart of organization of the system of support of decision-making financial SBE. Novelty: the strategic mecha-nism of motion of financial streams of enterprise of small business is first developed; the tactical imitation mechanism of management by financial activity of en-terprise of small business is first developed; conception of forming of financial strategy of enterprise is im-proved; the mechanism of closing of commercial deals is improved for realization of the financial planning on the basis of method of structural design; got further development chart of organization of the system of support of decision-making financial with the use of modern informations technologies of projects manage-ment.
