There had been considered and analyzed the notion of competence, determined the ways of acquiring the communicative speech competence, backgrounded the appropriateness of the application of means of latest information technologies aimed of formation of foreign language competence of specialists of technical and economic specialities. The main results are implemented in the educational process of higher technical educational establishments which train specialists with advanced professional language knowledge, the appropriateness of organization of educational process on the basis of latest technologies had been proved experimentally.
