Averochkina T. The Ways of Implementation of International Requirements to Professional Training of Members of Crews in the Ukrainian Legislation.

The dissertation is a scientific investigation of theoretical and practical aspects of training and certification of seafarers in Ukraine for their employment on the vessels of foreign shipowners. Author pays special attention to a law nature and types of the standards of International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 and determines its on the basis of systems analysis of international agreements and national law of Ukraine. Research of the compatible standards of training and certification of members of crews pursuant International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 gave possibility to ascertain that by this standards are devote to only for the certain categories of members of crews and minimum knowledge,skills and abilities depends on the levels of responsibility, which are laid on each of them. The detail analysis of the national law of Ukraine accepted on implementation of International Convention on Standards of Training,Certification and Watchkeeping for Seafarers,1978 conducted. The author claims that it contains failings and proposes the ways of perfection. The author considers the existent system of bodies of management by the training and certification of seafarers in Ukraine and the system of marine education. The results of examining the organization of training and certification of seafarers in Ukraine, allow to set the primary tasks of the work on introduction of the standards of International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 and stay our state in “white list”."
