Kutsmida A. Social and economic problems and perspectives of using the labour potential of rural areas in the region

Subject of investigation is processes of formation, reconstruction and usage of the countryside labor potential of Kherson region. Object of thesis investigation is the following: to base the scientific, theoretical and practical foundations of problems solving and to increase the efficiency of usage of labor potential of the region. Methods of investigation: dialectical, abstract-logical, balance, monographic methods, systems analysis method, statistical method, extrapolation method, factor analysis with application of the Gaussian method. Theoretical and practical results of the investigation are the following: development and application of the scientific-based actions of development and formation of labor potential of the countryside of the region; propositions concerning improvement of the scientific foundations of territorial administration of labor potential and forecasting are accepted. Scientific novelty: for the first time the intercommunication between labor potential and human capital ofthe countryside is intensified through the definition of their common features; structure and constituents of economical and organizational mechanism of the development of labor potential of the region; state demographic policy in the region with insufficient quantity and density of the countryside population; foundations of estimation methodic of labor potential of the countryside; organization of activity of placement services by means of optimization of territory distribution of their influences and control, which is bounded by the radius of 25-30 km.; the valuation of social, economical and production reconstruction of labor potential of the countryside; outlooks of improvement of labor potential of the village. Degree of introduction of lay-outs, which are contained in this thesis, is accepted for the introduction by the Central Administrative Board of Agroindustrial Development, Central Financial Board of Kherson region, Board of Agroindustrial Development, Department of Personnel and Social Protection attached to Bilozerka District State Administration in Kherson region.
