In the dissertation is reviewed the forms of representative self-government: activity of local advices, heads and forms of direct participation of the population in self-government: the local taxes, initiatives, local referendums. The special attention gives to research of practice realization of local election, the communication of local election and political parties is tracked, dynamics of ghanges of representation of political forces in lical advices for the definite electoral terms is resulted.
