Essay

The object of the research is the economic processes aimed at increasing the efficiency of the rail transportation of Ukraine. The aim of the research is to prove the systematic approaches and conceptual conditions to improve the current planning system and operational costs management. The methods of research. The following methods have been used in the work: systematic approach (defining compound operational costs and proving their connections with the volume of traffic), abstract and logical (theoretical foundation and giving conclusions), calculating and experimental (forming of low costs strategy for the rail transport of Ukraine), multifactor forecasting, logical modelling, graphic method, experimental method (proving maximal and minimal profit indexes) and general scientific methods for theoretical foundation and comparison of qualitative analysis. The theoretical basis of the research is scientific works of Ukrainian and foreign scientists on operational costs planning and management at railways all over the world as well as Ukrzaliznytsya, introduction of low costs strategy, acts of law and regulations of Ukraine, statistics data from Ukrzaliznytsya and other railways, internal documentation of Ukrzaliznytsya. The informational basis of the research includes the Constitution of Ukraine and other laws of Ukraine, statistics database of the Transportation and Communication Ministry of Ukraine, the newest publications of Ukrainian and foreign authors, the results of research of statistics, accounting and updated information of Ukrzaliznytsya and railway divisions regarding rail transportation work of Ukraine for 1996-2004. Practical value of the results. It has been developed the method to use depreciation fund at the bank's deposit account. It helps to update the basic production assets and get excess profit during depreciation terms for a railway enterprise. Introduction of the method to get excess profit makes it possible to substantially increase work efficiency of railway transport and as a result to ensure better competitiveness of the Ukrainian railway transport. This method to use the depreciation fund is created on the basis of open-top wagons of Ukrzaliznytsya. Practical significance of research results are proved by their usage on the Southern Railway (the introduction statement dated 25.12.05), in car depot Osnova (the introduction statement dated 6.03.06) and at the institute of Retraining and Prequalification as well (the introduction statement dated 6.12.05). The main issues of the dissertation are used in the educational process at the Railway Transport Economy Faculty as well as the advanced training institute of the UkrSART in such courses as 'Railway Transport Economy' and 'Planning at Railway Transport Enterprises'. Scientific innovation is theoretical foundation and developing the mechanism of depreciation fund and its introduction as a source to obtain profit at the Ukrainian railway transport. Furthermore, for the first time: - it has been developed systematic basis to form the mechanism of using the depreciation fund aimed at improving work efficiency of rail transport by using it through the bank's deposit account. It has been worked out the system for forming depreciation fund and the respective introduction mechanism at railway transport. It has been proposed the best investment money model for the railway transport of Ukraine; improved: - costs range of rail transport enterprises on the basis of costs sharing (Article 47), as well as differencing freight and passenger transportation costs (Articles 67-74) and passenger and shunting traffic (Articles 102-109) aimed at transparency and the most accurate costs accounting; further development: -investigation of the operational costs during 1848-2005 presented on the stage-by-stage basis.
