Ostroverkh N. Influence of railway engineering enterprises privatization on the process of changes in the Ukrainian transition economy

Object of study - Industrial enterprises privatization in the context of Ukrainian transition economy. Subject of study - Influence of railway engineering enterprises on the process of structural changes in the Ukrainian transition economy. Research methods - systematization - used to classify basic notions and various types of privatization; visual and graphic method - used to depict basic findings, to describe new types and sketch out the stages and periodization of privatization as a phenomenon graphically; statistical analysis - used to study the capital increase as a result of privatization. Theoretical and practical outcomes - theoretical importance of the findings obtained from the study is the solution of important scientific problems related to the development of theoretical base and methodological recommendations for privatization of railway engineering enterprises. The findings obtained from the study are of significant practical importance, because the application of propositions containedin the paper will allow a more effective use of potential of railway engineering enterprises. Novelty of the findings - the paper formalizes the influences that privatization has in the context o transition economy in the light of formation paradigm, alternatives and modern concepts for state development. The following concepts are improved: interpretation of the essence of changes in methodological and theoretical aspects of interaction between privatization and governmental regulation of economy; methodological base for evaluation of an economic status of an enterprise; detailed and a more precisely defined economic meaning of a notion of ownership type reforming in the period of transition to market relations; methodological approaches to definition of nonequilibrium socioeconomic systems in terms of equilibrium position, boundary cycles and uniformity of self-organization processes. The paper substantiates the advisability of developing core elements for an organizational-and-economic mechanism of railwayengineering enterprises privatization. Implementation stage - the findings obtained from the study have been applied at State Enterprise "South Railway" (Certificate dd. May 19, 2005), Open Joint-Stock Company "Konotop Diesel Train Repair Plant" (Certificate dd. May 18, 2005), Closed Joint-Sock Company "Kharkov Railroad Car Building Plant" (Certificate dd. December 21, 2004), and Railway Transport Department "Ukrzalisnitsya" (Certificate dd. January 23, 2006).
