Kudenko A. Improvement of ownership relations in the field of uncompleted construction in the context of Ukrainian transition economy

Object of study - property privatization in the context of transit economy in Ukraine. Subject of study - improvement of ownership relations in the field of uncompleted construction. Research methods - methods of statistical, logical and factor analysis. Theoretical and practical outcomes - theoretical importance of the findings obtained from the study is the solution of important scientific problems related to the development of theoretical and methodological base for privatization of objects under construction. Practical importance of the findings obtained from the study is a more effective use of potential and reserves of objects under construction in terms of social and economic interests of a state. Novelty of the findings - the paper formalizes the influences that governmental regulation had on privatization processes in the industrially advanced countries of the world at certain stages of their development in the context of an increasing governmental interference into the field of economy and crediting. The range of notions and categories used by the economy as a science is enriched with a new, for market economy, notion of "human economy" as a vector of a transient process with a clearly defined aim. The following concepts are improved: methodological support for economic systems in terms of coordination of a market position choice of an enterprise; contemporary meaning of privatization of objects under construction as a key element of an economic mechanism and a form of property interest realization for property owners. The following concepts are further developed: main conditions for effective privatization system in the field of uncompleted construction; theoretical concepts of main methods to speed up the process of privatization of objects under construction. Implementation stage - the findings obtained from the study have been applied at State Enterprise "South Railway" (Certificate dd. May 27, 2005), State Enterprise "Akhtyrka Bakery" (Certificate dd. January 25, 2003) and Open joint-StockCompany "Poltava Diesel Locomotive Repair Plant" (Certificate dd. December 20, 2005). Basic theses of the paper are included into the program materials for the Ukrainian State Academy of Railway Transport (Certificate dd.
