The strategic planning is certain as process of forming of general aims of organization and proper to him functional strategic aims, developed taking into account resources possibilities of enterprise, and general aims directed on effective realization. By the strategic aims of enterprises of food retail industry terms of vagueness of external environment come forward: concentration at the attractive markets, increase of market segment; withholding of existent markets positions. Financial goals come forward as primary functional strategic purposes, achievement of which can be provided by providing of necessary parameters of the financial state of enterprise which concernes by the group of financial indexes. Association of conception of temporal horizons and method of the financial planning at development of strategies of development enabled to define strategic aims which will provide the stable progress trends of enterprise in current, medium-term and long-term periods. On results the got values offinancial indexes within the limits of different temporal periods the financial state of enterprise can be described as proof, unstable and crisis. Development of measures for the improvement of the existent state of enterprise it is expedient to carry out also through conception of horizons of growth. The system of the strategic planning, built as procedure from five levels, is offered. She is based on successive realization of five stages: analysis of the existent state of enterprise, determination of potential enterprises, directionfinding possible strategic development, planning of realization of strategy, realization of strategy.
