Essay

In the work the factors of actualization of the problems of the national minorities' individual, personal-group and collective rights are determined and characterized. The trends of evolution of the conceptions of the national minorities' individual, personal - group and collective rights, and their influence on formation of the political-legal foundations of the ensuring of these rights are revealed. The сontribution of the Ukrainian thinkers in the above mentioned processes are determined. Analysis of the modern western conceptions of the human rights and personal-group rights of the individuals belonging to the national minorities is made. The essence, merits and shortcomings of the conception of the national minorities' collective rights are defined. The problems, stambling blocks and consequences of recognition and guarantee of these rights, on the one hand, and their denial, on the other hand, are determined. The author proved the purposefulness and revealed the ways and methods of unification ofconceptions of the human rights, personal-group rights and collective rights of these minorities. The processes of formation of the international law norms and legislation of Ukraine under the influence of the individual, personal-group and collective rights of national minorities are performed. The author worked out some concrete recommendations on the further improvement of the human rights, personal-group and collective rights of national minorities, and on the progress of the political-legal foundations of the ensuring of these rights.
