Yur’eva S. Organizational and Economic Mechanism of Reforming of Housing and Communal Services (on an example of the Kharkiv region)

The object of investigation: processes of reforming and social and economic mutual relations which form during conversions. The aim of investigation: consolidation of methodical approaches of restructuring and reforming of housing and communal services; development of methodical and practical guidelines on refinement of handle and creation of the market environment in housing and communal services; development of practical guidelines on refinement of the organizational-economic mechanism of effectiveness increasing of the available housing maintenance and a reinforcement of a role of the public in reforming housing and communal services. The methods of investigation: logical consolidation, the analysis and synthesis, a statistical analysis, a method of a taxonomy, a dialectic method. Specified: concept « the organizational-economic mechanism of reforming of housing and communal services». Developed: the new approaches to housing and communal services management where the object of management should become a residential building; the residential building certificate is improved. Introduced: a technique of sampling of a mode of residential buildings management; the adapted standards of a residential building maintenance. Field of implementation: activity of housing-and-municipal enterprises and educational process.
