The object of investigation: development of housing and communal services the ARE Crimea during the transformation to market relations. The aim of investigation: a theoretical grounds and development of scientifically-methodical recommendations on improvement housing and communal services regulating on regional level and overcoming of territorial disproportions in its development. The methods of investigation: methods of the systems analysis; a dialectic method; methods economic and mathematical statistics; methods of a cluster analysis. Specified: multifactor economic-mathematical model of deriving of a quantitative estimation of a status of developing of housing and communal services of the region on the basis of integral estimations, systematization of methodical approaches to determination of an integral estimation of a status of housing and communal services on the regional level Developed: the system of indicative indexes of housing and communal services performance on the region level. Introduced: conceptual positions of regulating of housing and communal services development on the regional level with the implementation of the program-target approach for the branch control.
