Author has proved the assertion that the institutional processes in ethnic and national sphere of Republic of Poland by the example of the Ukrainian national minority took place on two levels. The external level - from the state side, which included formation of the legal ground for establishments of bodies responsible for national minorities. Concerning the internal one it was related to Ukrainian national minority which included establishment of the representative bodies of the Ukrainian community in Poland.
