Selyutina N. Formation of political and administrative elite and peculiarities of display of its subject potential of the regional level

Object of research: the Ukrainian political and administrative elite how the subject of administrative activity is. The purpose: theoretical ground of forming of political and administrative elite at a regional level and displays of its subject potential in transformation processes in the modern Ukrainian state. Methods: history, analysis and synthesis, induction and deduction, comparative, system, structural-functional and institutional analysis, the second empiric data analysis. Results: determination and analysis through the prism of corporate processes of mechanisms of forming of the Ukrainian political and administrative elite, development and system ground of notion is «subject potential of political and administrative elite», determination of the subjective measuring of becoming the Ukrainian elite. Novelty: research of elite as a subject of state administration, ground of conceptual positions in relation to the process of forming of political and administrative elite and displays of its subject potential. It is inculcated in the organs of local self-government of Kharkov. Regions of the use: state administration, policy, scientific researches, training and retraining of civil servants.
