Pokrova L. Instutional frameworks for setting up and functioning of oblast administrations in Ukraine

The object is the social relations that appear in the process of the institualisation of the regional state administrations in Ukraine. The objective is the scientific and theoretical justification of the essence of the regional state administrations in Ukraine formation and functioning and the development on it basis practical recommendations aimed to the improvement of the functions and structure of the regional state administrations in Ukraine. The methods are dialectical, logical and semantic, historical and comparative, structural and functional, systematic and structural. The newness is that for the first time the author's definition of the notion "institutional basis of the regional state administrations in Ukraine functioning and formation" has been suggested, the improvement directions of the regional state administrations in Ukraine have been defined in the process of the administrative reform realization. The results are that the approaches to the definition of the institutional basis of the regional state administrations in Ukraine functioning and formation have been improved; theoretical approaches have found its further development as the define the modern model of the institualisation of the regional state administrations in Ukraine
