Balan S. Correlation of political and constitutionally legal responsibility in realization of State power.

The complex political analysis of responsibility of institutes of State power is carried out in dissertation. Correlation of political and constitutionally-legal responsibility of state institutions which will to be realized in the process constitutional authorities realization is exposed. It is proved that the volume of responsibility of State power institutes is straight proportional to the volume of their constitutional authority. Author formulates his own conception of responsibility of public authorities, which presupposes existence of two types of responsibility - political and constitutionally-legal. The concepts of political and constitutionally-legal responsibility has to be defined. They are based on the author's approach to determination of basic function of responsibility as social phenomenon. The basic key problems of the optimization of domestic legislation has been selected on the basis of the detailed analysis of the Ukrainian legislation in part of establishment of effective mechanismsof responsibility of institutes of State power in Ukraine.
